The National High-Tech Enterprises are the main focus of the State which reflects the national affirmation and encouragement to companies with innovation abilities and highly independent R&D capabilities. The assessment process is guided, managed and supervised by the Ministry of Science and Technology, the Ministry of Finance and the State Taxation Administration. This qualification is very strict and it considers the core independent intellectual property rights, scientific achievement transformation capability, research and development management level and other growth indicators. In addition to the overall business performance, the audit focuses on the management level for innovative research and development, product technology content, achievement transformation capability, growth potential, quality control assurance and other important indicators. The review process is strict and demanding.

The identification of national high-tech enterprises began in 2008 and was jointly determined by the Ministry of Science and Technology and the Ministry of Finance and State Administration of Taxation. High-tech enterprises have been rigorously reviewed and identified from four aspects: the core intellectual property rights of enterprises, the ability to transform scientific and technological achievements, the organization and management level of research and development, and the indicators of sales and asset growth. High-tech products refer to products that meet the state's support for high-tech fields, have high technical content, good economic benefits, and broad market prospects. The proportion of high-tech products is one of the important conditions for the identification of high-tech enterprises.
